HOUSE COMMITTEE ON TRANSPORTATION & ENERGY

Refer Senate Bill 14-055 to the Committee of the WPASS

09:52 AM -- SB 14-055

Representative Tyler, chair, called the meeting to order. A quorum was present. Representative Coram, prime sponsor, presented Senate Bill 14-055. The reengrossed bill clarifies the type of vehicle that is subject to the $2 daily vehicle rental fee. Current law imposes the fee on the rental of any vehicle that is registered as a rental vehicle and owned by a person whose primary business is the short-term rental of said vehicles to other people. The bill amends current law to apply the daily vehicle rental fee to all short-term vehicle rentals in the state, for vehicles with a gross vehicle weight rating of 26,000 pounds or less, regardless of the primary business of the vehicle owner. Subsequent renewals that extend the rental period beyond 30 days are exempt from the fee. The bill defines short-term vehicle rental as consisting of 30 days or less. Representative Coram discussed the intent of the bill.

The following people testified on the bill:

09:54 AM --
Tom James, representing the Truck Renting and Leasing Association (TRALA), testified in support of the bill. Representative Peniston asked if Enterprise is a member of TRALA.
