Representative Vigil, sponsor, presented House Bill 14-1166 concerning the renewal of concealed handgun permits by Colorado County Sheriffs.

Representative Vigil answered questions from the committee regarding the process for obtaining concealed permits. Representative Navaro said that she has an issued permit from a county that she no longer lives in and discussed the importance of the bill.

Peg Ackerman, representing County Sheriffs, spoke in favor of the bill. She said the bill is important to update the concealed carry permit renewal process. Ms. Ackerman discussed the emergency procedures when an individuals life is in danger and how the provisions in the bill address those concerns.

Representative Vigil discussed the background check process related to concealed carry permits. He said the county sheriff has the authority to deny the renewal of a permit.

Robert Edmiston, representing the Firearms Coalition of Colorado, spoke in support of the bill. He said that the bill provides a good service for individuals with concealed carry permits.

Representative Mitsch Bush presented House Bill 14-1060 concerning the authority of a municipality to compensate members of a municipal planning commission. She said that home rule cities are currently allowed to pay their planning commissioners and that the bill only affects statutory towns.

She distributed and read a letter from Joe Knabel, a public trustee for the Town of Eagle (Attachment E).

Representative Mitsch Bush answered questions from the committee on the current procedures for the compensation of planning commissioners in varying communities. She discussed the issue for communities to obtain and keep planning commissioners due to the increased workload.









Representative Rankin discussed concerns on the compensation of volunteer public service positions. Representative Mitsch Bush discussed the importance of volunteerism in public service and said that planning commissioners, more so than most public service boards, are becoming difficult to fill due to the increased workload. She said that the bill would allow local communities to compensate members of a planning commission if it deems necessary.

Representative Lebsock discussed the differences between home rule city charters and statutory towns and said that local control is important in the organization of a town. Representative Mitsch Bush discussed the differences between home rule cities and statutory towns in relation to state laws.

Meghan Storrie, representing the Colorado Municipal League, spoke in favor of the bill. She said the bill allows a reimbursement process for time served and that the reimbursement will vary depending on the local community's needs. She answered questions from the committee regarding current vacancies on planning commission boards and the differences between compensation and reimbursement.

Representative Mitsch Bush answered questions from the committee regarding the process for implementation of a reimbursement process. She said that the bill establishes fair statewide practices for the reimbursement of planning commissioners for statutory towns in relation to current procedures in home rule cities.

Ms. Storrie discussed the current number of home rule cities and statutory towns in Colorado.

Representative Wright said that the home rule cities have gone through a charter process to establish independence and that inequality regarding statutory towns is only a natural occurrence because statutory towns have chosen not to obtain home rule status. Representative Mitsch Bush discussed the process and issues for towns to obtain home rule charters.

The committee discussed reimbursement for services versus compensation.

Representative Gardner discussed the role of a city council to determine levels of reimbursement for planning commission boards and said that services should not be professionalized through compensation.

Representative Mitsch Bush said that reimbursement will help statutory towns recruit good members for planning commissioners. She said that she is open to changing language to clarify the reimbursement of services.

Representative Lebsock discussed the differences between elected positions and volunteer service positions.
