01:33 PM -- Report from Capitol Art Collection Master Plan Subcommittee

Senator Newell called the meeting to order. A quorum was not immediately present but did eventually arrive.

Ms. Nan Anderson, Anderson Hallas Architects, updated the committee on the restoration of the House and Senate Chambers. She noted that the project will be complete by December 11, 2014.

Ms. Georiganna Contiguglia, subcommittee chair, updated the committee on the Capitol Art Collection Master Plan Subcommittee. She discussed the subcommittee's work to catalogue and photograph the Governors' portraits recently found in the State Archives. She explained that the inventory would be used to appraise and study the portraits. She added information about possible locations to hang the new portraits.

Ms. Contiguglia noted that the presidential portraits are being cleaned in batches, and she expressed satisfaction with the newly acquired giclee of the Bill Clinton portrait. She also updated the committee about the Liberty Bell restoration and the Pike portrait.

Committee members received a status report from the subcommittee (Attachment A).

Ms. Bishop and Ms. Contiguglia discussed the artists who painted the Governors' portraits. Ms. Contiguglia noted that the various artists will need to be researched. Mr. Damion Pechota, Legislative Council Staff, explained that the portraits will be appraised separately from the Capitol art collection. Ms. Anderson and Mr. Pechota discussed the existing information at State Archives about the portraits. Committee discussion continued on this point.

Ms. Eddins and Mr. Pechota discussed the need for more historical information about the artwork in the House Chambers.

Senator Newell and Ms. Contiguglia discussed the appraisal package for the Capitol art collection and when it would go out for bid. Mr. Pechota explained that a list of potential bidders needs to be established. Ms. Contiguglia and Mr. Lee further clarified the bidding process.

01:52 PM -- Capital Construction Request: Capitol Grounds

Mr. Rick Lee, Department of Personnel and Administration (DPA), gave the committee information about a capital construction request concerning landscaping on the east side of the Capitol grounds (Attachment B). He explained that the impetus for the project came from the Colorado Water Conservation Board. He noted that the project planning is in the early stages. He added that the department would like a landscape similar to a botanical garden. He noted that existing structures and monuments would remain in place.

Senator Newell and Mr. Lee discussed potential savings from reduced water usage.

Mr. Adrian Lighter, DPA, answered questions about potential water conservation and DPA's agreement with Denver Water concerning xeriscaping. Senator Newell and Mr. Lighter discussed the project's return on investment. Mr. Nichols and Mr. Lighter discussed the possibility of phasing the project.

Ms. Anderson noted that the Capitol grounds are part of the Denver Civic Center National Historic Landmark (NHL). Mr. Lee responded to this concern. Mr. Nichols suggested that any designs be reviewed for historical concerns.

Mr. Lighter and Senator Newell discussed the genesis of the project and its process for funding.

Ms. Julia Jackson, Legislative Council Staff, explained the Capital Development Committee's (CDC) capital construction process and the method by which the project would be funded.

Senator Newell questioned Mr. Lighter about future plans and costs for new landscaping on the west side of the Capitol grounds. Committee discussion continued regarding the Civic Center NHL and the role of the Capitol grounds within that space. Ms. Miklosi suggested that the whole NHL area could benefit from coordinated efforts at water conservation.

Mr. Lighter responded to prior questions about funding the conservation of the Governors' portraits.

Committee members discussed concerns about costs, the cultural landscape, and phasing of the capital construction project. Mr. Nichols and Ms. Anderson recommended that the project be reviewed by the State Historic Preservation Office to ensure that the historical cultural landscape be preserved. Discussion continued on this point.

Committee members clarified that the project would not include the Armenian Garden, and would focus on the landscaping outside of the parking circle on the east side of the building. The committee was reminded that the design documents they received are only estimates, and the project would need to go out to bid for a final design.

Mr. Nichols again offered to facilitate DPA working with the State Historic Preservation Office on the preservation elements of the project. Mr. Lee stated that he is willing to work with the office.

Committee members and Mr. Lee discussed the possibility of bringing the project back before the committee. Ms. Eddins stated that any landscaping renovations should include the area inside the parking circle as well.

Ms. Jackson noted that the committee would not be able to consider the project again before the CDC has to finish prioritizing capital construction projects. Ms. Jackson, Senator Newell, and Ms. Bishop discussed the timeline and nature of the current project designs.

Senator Newell summarized the committee's recommendations.

Recommend that the project be reviewed by the State Historic Preservation Office to preserve the cultural landscape of the Capitol grounds. Include a minimal option and an option that includes the entire grounds. Continue CBAC involvement in the design and decision-making process.

02:36 PM -- Recycling Improvements at the Capitol

Ms. Marjorie Griek, Colorado Association for Recycling (CAFR), described her organization's proposal to improve recycling at the Capitol (Attachment D). She explained that this proposal came from legislator requests. Ms. Griek discussed the economic benefits of recycling. She noted that she worked with staff and used programs from other government organizations as examples.

Ms. Griek described CAFR's proposal. She noted that the proposal would cost no more than $35,000, which she believes could be funded by grants, with help from CAFR. Ms. Griek noted that CAFR members could also help with one-time events such as electronics recycling, and with improving the next contract for handling recycled materials within the Capitol Complex. She noted that efforts would be made to fit any new recycling bins or stations with the existing look of the building.

Ms. Eddins and Ms. Griek discussed cups used in committee rooms and the possibility of providing recyclable cups. Ms. Griek noted that the building's service provider determines what materials can be recycled.

Mr. Nichols noted the challenge of educating Capitol visitors about recycling.

Mr. Lee described his work with Ms. Griek to date and responded to committee concerns about the existing program. He explained that the volume of visitors at the Capitol has made recycling education very difficult. He added that the recycling contract could be modified if needed.

Senator Newell thanked Ms. Griek for the plan and expressed support for obtaining grants. She suggested that media attention for a new program could help educate the public.

Senator Newell and Ms. Griek discussed the possibility of gaining data from a new program. Senator Newell recommended that legislators receive a short education program on recycling in the building.

03:01 PM -- Capitol Building Master Plan Subcommittee Report

Ms. Jackson discussed the recommendations of the subcommittee on a Capitol building master plan (Attachment C). She noted that the subcommittee would like a professional master plan for the Capitol building, and that the plan may be funded by the Legislative Management Team.

Ms. Markwell explained that the Legislative Management Team will consider funding a less formal master plan. Mr. Nichols and Ms. Eddins further discussed the needed funding.

03:07 PM -- Visitor Services Updates

Ms. Theresa Holst, Legislative Council Staff, introduced Erika Osterberg, the new Assistant Visitor Services Manager, to the committee.

Ms. Holst updated the committee on various visitor services programs, including Colorado Day and the dome rededication ceremony. Mr. Nichols commended Ms. Holst on the success of the Colorado Day program. Senator Newell noted how much she enjoyed the dome rededication.

Ms. Holst discussed the relocation of the visitor services desks. She described the new state symbols and emblems brochure (Attachment E). Senator Newell suggested that legislators all receive a copy of the brochure, perhaps electronically and on their desks. Committee members discussed distribution of the brochures with Ms. Holst. Mr. Nichols requested that brochures be made available to school groups at History Colorado as well. Senator Newell suggested that state libraries also receive the brochures.

Ms. Holst showed the committee photos of newly installed plaques and exhibits in the building

Marie Shapiro, Reed Art and Imaging, updated the committee on the new children's exhibit in Mr. Brown's Attic. She described the exhibit of state symbols and emblems and provided highlights of the new exhibit. Mr. Nichols clarified with Ms. Shapiro that the exhibit should be completed by December 12, 2014.

Ms. Holst noted that the Colorado Quilting Council would not be pursuing a Capitol Quilt Show in 2015. Senator Newell thanked Ms. Holst for her work with the council.

Ms. Eddins and Mr. Pechota discussed displaying the moon rocks. Mr. Lee discussed the Capitol Christmas tree, which he plans to install on November 28, 2014.

Senator Newell noted that this meeting would likely be her last as committee chair, and she thanked the committee members for their work.
