The conference committee was called to order. All members were present. The conference committee entertained action on Senate Bill 14-223, concerning the payment by the state of legal claims arising in connection with the Lower North Fork Wildfire. Representative Young discussed amendments previously made to the bill that moved a portion of its provisions to the session laws. Discussion ensued on this point, and the effect of this amendment on the substance of the legislation. Discussion followed regarding the need for the conference committee to amend the rerevised bill beyond the scope of the differences between the two houses to correct some errors in the claimant calculations. Senator Steadman laid out additional potential amendments to the rerevised bill, and additional committee members provided input on these and further amendments. Mr. Bob Lackner, Office of Legislative Legal Services, requested that legislative staff be allowed to make technical changes in drafting the conference committee report for Senate Bill 14-223. Discussion returned to the need for the House to request permission to go beyond the scope of the differences between the two houses.
