Representative Hamner, chair, called the meeting to order. Representative Wilson, sponsor, introduced HB14-1118 and discussed its provisions. The bill provides funding for an Advanced Placement Incentives Pilot Program within the Department of Education (CDE). Representative Wilson provided handouts to the committee (Attachments A and B) on the definition of "rural" and talking points for the bill. He discussed the changes to the bill he would be offering as Amendments L.001 and L.002 (Attachments C and D). Representative Wilson discussed the challenges facing rural educators and administrators, the demographics of rural schools, and the need for increasing the number of Advanced Placement (AP) courses. Representative Wilson discussed what HB14-1118 will accomplish in terms of student achievement. He went over the monetary allocations in the bill and discussed how state funds would be spent. Representative Wilson asked the committee to invest in the best and brightest students from rural parts of the state.

Raymond Pryor IV, a student at East High School representing himself, testified in support of the bill. He described East High School's efforts to offer scholarships for students for whom the $89 AP test fee is a financial hardship.

Representative Salazar, sponsor, explained the origins of HB14-1124, which allows Native American students from any tribe that has historical ties to Colorado to pay the resident tuition rate at Colorado's public colleges and universities. These students need not be current residents of Colorado He explained that the bill was brought in honor of the anniversary of the Sand Creek Massacre. He gave an historical survey of U.S.-American Indian relations. He explained the policy of removal as it relates to tribes removed from Colorado. He discussed the list of the bill's endorsements (Attachment F).
