Representative Moreno, prime sponsor, presented House Bill 14-1265 concerning bingo raffles. The bill reorganizes state law governing games of chance (i.e., bingos and raffles) and makes several changes, including:

allowing the Secretary of State to specify other methods beside a random method for selecting the winning numbers in a raffle;

exempting food eaten by volunteer workers at games of chance events from the prohibition on remuneration for such volunteers;

allowing games of chance other than bingo and pull tab games to be played with equipment that is not owned or leased by the bingo-raffle licensee or the landlord of the facility where the game of chance is held;

allowing a progressive bingo jackpot to carryover to the next event on the same day of the week at that location;

allowing bingo-raffle licensees to maintain a bank account containing only the proceeds from progressive games; and

making various technical and stylistic updates to state law.

Representative Moreno responded to questions from the committee and distributed amendment L.001 (Attachment B).

12:08 PM -- Corky Kyle, representing the Colorado Charitable Bingo Association, testified in support of the bill. Mr. Kyle spoke about changes to the bingo industry over the past two decades. He indicated that the revenue from charitable bingo operations has been decreasing, as competition from private gambling organizations has increased. He talked about how such revenue is used by nonprofit associations. He expressed his opinion that the bill simplifies and streamlines the bingo industry. He responded to questions from the committee.

12:11 PM -- Greg Lestikow, representing the Secretary of State's Office, testified in support of the bill. Mr. Lestikow reiterated the testimony of Mr. Kyle. He discussed the drafting of the bill.

12:15 PM -- Randy Kanai, representing the Colorado Amateur Hockey Association, testified in support of the bill. Mr. Kanai stressed the importance of 50-50 raffles in fundraising for his organization. He spoke about obstacles standing in the way of the effective operation and promotion of the 50-50 raffles. He provided examples of these obstacles.

12:19 PM -- Glenn Tiemann, representing the Colorado Elks Association, testified in support of the bill. Mr. Tiemann reiterated the testimony of prior witnesses about the importance of charitable gaming for nonprofit organizations.
