01:41 PM -- Report from Capitol Art Collection Master Plan Subcommittee

Georgianna Contiguglia provided a summary report from the Subcommittee on a Master Plan for Capitol Artwork (Attachment A). She spoke about the work of staff and discussed the recommendations of the subcommittee.

The subcommittee made two recommendations: 1) the Allen True murals be cleaned and necessary conservation measures taken; and 2) a plan for the continued maintenance of the Capitol art collection be established.

Ms. Contiguglia discussed the cleaning and conservation of the Allen True murals and asked that the committee allow staff to solicit bids from potential conservators. She said that this will not cost money until a bid is approved by the committee. Ms. Bishop discussed potential conservators for the murals.

Ms. Contiguglia spoke on the long term maintenance needs of the Capitol artwork. The subcommittee recommends the art be cleaned every to years at minimum. She spoke about recent work on the exterior art, and said that the subcommittee recommends that the exterior art be cleaned and maintained on a five-year cycle. She also thanked Mr. Lee and the Department of Personnel and Administration (DPA) for their continued maintenance of the exterior artwork. Ms. Contiguglia asked the committee to add a maintenance plan to the Criteria and Procedures For the Gift or Loan of Objects of Art and Memorials Placed on a Permanent or Temporary Basis in the Colorado State Capitol, or on its Surrounding Grounds (Criteria and Procedures).

Ms. Anderson asked about the waxing of the exterior artwork. Mr. Lee spoke on the maintenance of outdoor artwork.

Senator Newell discussed the value of the subcommittee and the importance of protecting and preserving the Capitol artwork.

01:49 PM -- Application for Temporary Display of Artwork

Danny McCarthy, representing Senate President Morgan Carroll, described the paining of Zebulon Pike donated to President Carroll. He spoke about the history of Zebulon Pike and his importance to the State of Colorado. An application to display the painting in the Capitol building was submitted to Legislative Council Staff and met all the requirements for a temporary display. The application was distributed to the committee members (Attachment B).

Graham Witherspoon, the artist of the Zebulon Pike portrait, presented the painting to the committee. The painting is a side profile of Zebulon Pike with Pike's Peak in the background. Two texts are included in the painting, a short biography of Zebulon Pike and the poem America the Beautiful. The painting is framed.

Mr. Witherspoon discussed his education and experience. He distributed a copy of his portfolio of art and a copy of his biographical information (Attachments C and D). Mr. Witherspoon described the painting. He discussed other paintings that are on display in other states. He discussed the joy of painting and the process for donating to President Carroll.

Ms. Anderson asked about the inspiration for his artwork. Ms. Witherspoon spoke on his creative inspirations and discussed the impact of Colorado's fourteeners on his artwork..

Mr. Lee asked about placing the artwork in other public buildings. Mr. Witherspoon said that he doesn't care where the painting is, as long as it is in a public building where he and others can come and visit it freely.

The committee discussed the location and preservation needs of the artwork.

Mr. Lee discussed Colorado Creative Industries as an option for placing the painting in a public building.

02:02 PM -- Mr. Brown's Attic Subcommittee

Damion Pechota, Legislative Council Staff, provided an overview of the projects in Mr. Brown's Attic. Specifically, he spoke on the gilding display case, which is being installed by History Colorado in preparation for the dome reopening. The gilding display provides updated information on the dome restoration project and the re-gilding of the dome. Mr. Pechota also discussed a preservation panel that will be added to the exhibit to replace outdated information. The panel will provide information on preservation projects in the Capitol and throughout Colorado. In addition, Mr. Pechota spoke on the symbols and emblems display that will be constructed in the south end of the attic space. He said that design plans were being finalized and that the display would be completed by the end of 2014.

02:05 PM -- Update on Liberty Bell Restoration

Alison Gibbens, representing the Daughters of the American Revolution (DAR), Mount Rosa Chapter, provided handouts to the committee members on the Liberty Bell (Attachments E and F). She discussed the restoration project of the Liberty Bell and the plaques that will be installed as part of the display, including the relocation of a plaque from the memorial pods. Ms. Gibbons spoke on the rededication ceremony on September 17, 2014, and said that the restoration will allow the bell to rung again. She discussed the concrete under the bell.

Senator Newell asked about the plaques that will be installed. Ms. Gibbens discussed the language used in the plaque and their work with History Colorado to determine the historic language. The committee discussed the plaques' grammar. Senator Newell asked that commas be added to the language.

The committee members continued to discuss the plaques and their location around the Liberty Bell.

Ms. Bishop said that the new plaque should go at equal distance and centered between the two existing plaques. Ms. Gibbens said that the Mount Rosa plaque will not be placed until DAR receives approval from DPA.

Mr. Lee said that there is an idea to relocate the Liberty Bell further south and make it ADA accessible.

Ms. Gibbens discussed the relocation of the bell and said that an enhancement of the site would be valuable. She said that the DAR would support such a move.

02:25 PM -- Report on Gold Fund

Betsy Holdredge, Legislative Council Staff, presented updated Gold Fund information (Attachments G and H). She discussed the breakdown of the Gold Fund balances and reserves. Ms. Holdredge spoke on the current payments from the fund including purchasing brochures and paying taxes. She spoke on the annual sales of the gift shop and said that the Mile High Marker and the holiday ornament's sales vary by year.

Theresa Holst, Legislative Council Staff, discussed the purchases of the Mile High Markers from Visit Denver. She discussed the sale of the Governor's Residence holiday ornament and said that it may have affected sales of the Capitol ornament.

Ms. Eddins asked a question regarding the Governor's Residence holiday ornament.

Ms. Bishop asked about the Women's Gold brochure. Ms. Holst discussed the history and content of the brochure. She said that it is no longer printed and is not available to visitors. Senator Newell asked if she could find out if it could be reprinted.

Senator Newell asked about the symbols and emblems brochure and the Capitol dome pictures. The committee discussed selling pictures of the restored dome. Ms. Bishop asked about a commemorative picture to correspond with the re-opening of the dome.

Lance Shepherd, Capitol Complex, Department of Personnel and Administration, said that a photographer will be brought in to take pictures of the Capitol dome when work is completed.

The committee discussed providing dome photographs for sale at the gift shop. Senator Newell asked a question regarding DVD sales and discussed the opportunities for the gift shop during the dome re-opening.

02:36 PM -- Relocation of Tour Guide Desks

Mr. Shepherd distributed a handout for the relocation of the tour guide desks (Attachment I). He said that this would be a two phase project. The first phase will be to use existing furniture but consolidate it to the southeast corner on the first floor. Mr. Shepherd said that the existing furniture will need to be changed slightly in order to use the current space.

Ms. Holst discussed the removal of the office cubicles on the first floor. She discussed the history of the current layout of the tour guide desks and said that the manager and assistant manager desks will be relocated to Legislative Council Staff office space in the basement.

The second phase will be to replace the existing desks with furniture more appropriate for the Capitol. Mr. Shepherd said that new benches will be built for phase two to allow storage for school food and backpacks.

Ms. Holdredge discussed the costs of the projects. Ms. Anderson asked about ADA compliance of the new desks.

Ms. Eddins said that the tour desk should be moved to the basement area to provide better service to visitors. The committee discussed long term goals of the Capitol public spaces and relocating the tour guide desks to the basement.

The committee continued to discuss the relocation of the tour desk to the basement.

Mr. Shepherd said the Capitol Complex Master Plan examines the buildings in the Capitol Complex and said that a master plan specific to the Capitol building and its public spaces is needed.

The committee members discussed the need to create a subcommittee to examine potential changes to the Capitol. Mr. Bell discussed the short term needs of the tour desks. He said that any new furniture should be designed to accommodate future needs.

The committee members discussed a three phase project: 1) the relocation and use of existing furniture for the visitor services area on the first floor; 2) the building of new furniture for the visitor services area on the first floor to accommodate present and future needs; and 3) to study the use of public space in the Capitol and the relocation of visitor services to the basement.

03:01 PM -- Updates on the Building

Mr. Shepherd provided updates on various Capitol building projects.

He discussed inconsistent signage in the building and said that the exit signs, no smoking signs, and the elevator capacity signs do not fit in with the historic and esthetic setting of the Capitol. He provided a handout to the committee regarding the signage in the Capitol (Attachment J). In addition, Mr. Shepherd said that the signs are confusing to visitors. He asked the committee to approve the removal of all unnecessary signage. He said that the signs he wants removed are not part of any life safety measures.

Mr. Shepherd spoke on the public restroom project. He said that the restrooms in the basement will be renovated for ADA accessibility and updated with materials that match the historic building. He also presented changes to the second floor bathrooms and said that a third floor bathroom will also be updated. He discussed the timeline for completion.

Mr. Shepherd presented a summary of the restoration of the House and Senate Chambers. He discussed the project to restore the chamber walls and said that they found stencil drawings under the historic paint. The stencils were captured and documented using a camera that can see under paint. He provided a document of these images (Attachment K). Ms. Markwell discussed the detailed documentation of the hidden images. Ms. Anderson discussed the protection of the stenciling under the paint.
