Representative Hamner, Chair, welcomed the audience and committee members. Representative Primavera, sponsor, introduced House Bill 14-1136, which exempts any continuing professional education program from regulation by the Department of Higher Education (DHE) if the program is approved by the applicable professional licensing entity and the organization qualifies under federal law as a nonprofit. Additionally, the exempted program must be consistent with the purposes or requirements of the organization that provides the program. Representative Primavera described the removal of the nonprofit exemption under House Bill 13-1263 and explained the impact on nonprofit organizations. Representative Holbert added comments to the bill.

Representative Gerou, sponsor, introduced Senate Bill 14-112, which subjects the cash grants awarded under the state's Building Excellent Schools Today (BEST) Program to an annual appropriation. She discussed the role of the BEST board and the lack of oversight by the General Assembly over the BEST board's activities. She discussed marijuana revenues allocated to the BEST program. The committee discussed the role of the General Assembly in overseeing the BEST program. Representative Gerou discussed the need for legislative oversight and responded to questions from the committee.


12:03 PM

Craig Harper, Joint Budget Committee staff, came to the table to respond to questions from the committee. He discussed the extent of the General Asssembly's proposed oversight under the bill. Representative Gerou continued to respond to questions from the committee and explained that the Joint Budget Committee recommends that the General Assembly have fiduciary oversight over the BEST board's appropriations. Representative Gerou and Mr. Harper discussed the sources of revenue for the BEST program and expected marijuana revenue.
