Representative Lawrence, prime sponsor, presented Senate Bill 14-036. The reengrossed bill creates the Emergency Medical Services (EMS) special license plate and makes an appropriation. The license plate will be available to an applicant who provides documentation to the Department of Revenue (DOR) confirming that he or she has donated $10 to the Emergency Medical Services Association of Colorado (EMSAC). In addition to the standard license plate fees, applicants for the EMS plate must pay a one-time additional fee of $50. Of this fee, $25 is credited to the Licensing Services Cash Fund (LSCF) and $25 is credited to the Highway Users Tax Fund (HUTF). The plate will be available January 1, 2015, or earlier if the DOR is able. Representative Lawrence discussed the importance of the bill and showed the committee what the license plate design would look like.

Ray Jennings, representing Grant County EMS and EMSAC, testified in support of the bill. He said that the intent of the bill is to allow emergency medical technicians (EMTs) and paramedics to demonstrate pride in their profession. He said that Colorado would be the eighth state to allow EMS professionals to show their pride through a special license plate.

Tim Dienst, representing EMSAC, testified in support of the bill. He said that it is important to raise awareness of EMS at the state and local level and this license plate could help promote awareness.
