Representative Becker came to the table and presented House Bill 14-1180, explaining that the bill continues the regulation of outfitters until September 1, 2025, and implements the recommendations of the Department of Regulatory Agencies (DORA) sunset review on the outfitter registration program. Generally, outfitters provide consumers with guiding services for hunting and fishing trips. Representative Becker described the changes to the regulation of outfitters. She added that hunting and fishing outfitters are a large and important contributor to the Colorado economy, and responded to questions on the need for regulation of the outfitters industry, and who enforces the regulation of the industry.

Saul Larsen, DORA, came to the table to speak to DORA's regulation of the hunting and fishing outfitters industry. Committee discussion of the regulation of outfitters ensued. Mr. Larsen responded to questions on the bonding of licensed outfitters, and how outfitters are regulated.
