The committee reconvened. Elizabeth Burger, Legislative Council Staff, gave the committee an overview of the sunset review process. Vivienne Belmont, Department of Regulatory Agencies (DORA), reviewed DORA's 2013 sunset review on In-home Support Services (IHSS) and discussed the recommendations contained in the report. Copies of the report and draft bill containing the report's recommendations were distributed to the committee (Attachments D and E). The report recommends that IHSS be continued for five years, until 2019 and that persons on the spinal cord injury Medicaid waiver be made eligible for IHSS. She responded to questions from the committee regarding improvements of the administration of the program in recent years.

David Bolin, Accent on Independence, testified that as a provider, the administration of the program has improved since 2002. He noted that there has been a growth in providers and in clients as a result of the improvements. He responded to questions from the committee about why the program is underutilized and the sunset period for the program.
