Representative Moreno called the meeting to order. A quorum was present. Representative Moreno assumed the chair. Representative Tyler, prime sponsor, presented House Bill 14-1367. The bill defines "autocycle" and removes this type of vehicle from classification and regulation as a motorcycle. An autocycle is defined as a three-wheeled, self-propelled motor vehicle that has a hard-top enclosure, airbags, and safety belts. The bill requires that autocycles be issued license plates that are similar to motorcycle license plates. He discussed the intent of the bill and distributed L.001 and L.002 (Attachments A and B, respectively).

Joel Sheltrown, representing Elio Motors Inc., testified in support of the bill. A handout was distributed to the committee (Attachment C). He commented on helmet laws for autocycles in other states. He discussed issues with putting a motorcycle endorsement on the driver's license of autocycle drivers. Representative Coram asked about the top-speed of an autocycle. Representative Fischer asked about the design of the autocycle and the advantage of having a three-wheeled vehicle versus two wheels. Mr. Sheltrown commented on the design of an autocycle and the advantage of having three wheels, including better fuel economy. Discussion ensued concerning the performance of autocycles.

Representative Peniston asked how autocycles perform in the mountains. Mr. Sheltrown said that an autocycle should perform fine over mountain passes. Representative Ginal asked about insurance coverage of autocycles. Mr. Sheltrown said that he expects that autocycles will be insured as motorcycles. Representative Scott asked how many autocycles have been sold. Mr. Sheltrown said that they have 15,000 reservations for autocycles. Discussion ensued concerning the performance and capacity of the autocycles.
