Representative Primavera introduced House Bill 14-1045. The bill extends the repeal date by five years for the Breast and Cervical Cancer Prevention Treatment Program (BCCP). The bill also permits a person to receive treatment for breast and cervical cancer through the BCCP if the person was screened by any provider, within his or her scope of practice, who does not receive funds through the Center for Disease Control and Prevention's Detection Program. Finally, the bill permits the BCCP to receive moneys from the sale of the Breast Cancer Awareness License Plates. Representative Primavera responded to questions from the committee regarding the balance of the Breast and Cervical Cancer Prevention and Treatment Fund and the fiscal impact of the bill.

Toni Panetta, Susan G. Komen Colorado, testified in support of the bill, stating that the bill is a critical component of providing cancer treatment and diagnostic services to women who are medically underserved. She stated that eligibility for the program is determined by state and federal factors. Ms. Panetta explained that with the expansion of Medicaid and increasing enrollment in health insurance coverage through the exchange, there will be a gradual reduction in the need for the program, but that the need will not be eliminated entirely. She stated that women who are currently enrolled in the program will continue to need treatment, and there will continue to be a population that will be uninsured even with the health care expansions as a result of the Affordable Care Act. She responded to the questions from the committee regarding the income eligibility limit for the program.

Emily Kinsella, Women's Wellness Connection, testified in support of the bill. She provided background on the Women's Wellness Connection (WWC), Colorado's breast and cervical cancer screening program. She relayed statistics regarding the use of the program and discussed the eligibility criteria for the program. She described how WWC clients and women who were not screened at a WWC site are enrolled in Medicaid coverage.

MaryKathryn Hurd, Department of Health Care Policy and Financing, distributed a handout to the committee (Attachment B). She responded previous questions from the committee regarding the attrition of the women who are enrolled in the BCCP into the regular Medicaid program.

Valerie Baker Easily, Department of Health Care Policy and Financing, testified in support of the bill and described the BCCP. She responded to questions from the committee regarding when BCCP coverage ends, and how a client previously enrolled in the program may obtain treatment if her cancer returns.

Rachel Foster, Colorado Community Health Network, testified in support of the bill. She described how community health centers screen women for breast and cervical cancer and enroll those who test positive for cancer into the BCCP. She noted that if the BCCP were to be eliminated, there are few other low-cost alternatives to allow individuals to obtain treatment for breast and cervical cancer. She responded to questions from the committee regarding whether the program is available to individuals who cannot afford private health insurance. She further responded to questions from the committee regarding Medicaid coverage and the insurance products available through the health exchange.

The committee reconvened. Representatives Schafer and Landgraf introduced House Bill 14-1051. The bill requires the Department of Health Care Policy and Financing to develop a strategic plan for enrolling all eligible person with intellectual and developmental disabilities into home- and community-based services at the time enrollment is requested. The strategic plan must be submitted to the General Assembly and presented to the Joint Budget Committee on or before December 1, 2014. Amendments L.001, L.002, and L.003 were distributed to the committee (Attachments C, D, and E).
