Representative Vigil, sponsor, presented HB14-1066 concerning the amount of a driver's license fee that a rural county clerk and recorder may retain when issuing a driver's license. The bill adjusts the amount of a driver's license fee in counties with a population of 100,00 people or fewer.

The committee discussed state services in rural communities. Representative Wright asked about funding for counties with small populations that are not included under the provisions of the bill.

David Lindsay, representing the Department of Revenue (DOR), spoke for informational purposes only. He discussed the reduction of an estimated $61,000 in revenue, or two full time equivalents (FTE), for the first year to the DOR cash fund. Mr. Lindsay said that the current DOR budget request includes 52 FTE to reduce statewide wait time and would not be affected by this revenue reduction.

The committee discussed the decrease of DOR revenue and FTE.

Pat Ratliff, representing Colorado Counties Incorporated, spoke in favor of the bill. She distributed a letter from the Kit Carson County Clerk and Recorder (Attachment A) and fact sheet on the provisions of the bill (Attachment B). Ms. Ratliff discussed the current services provided by county clerks and summarized the provisions of the bill.

The committee discussed population restrictions for counties affected by the bill. Ms. Ratliff said that the counties listed in the bill currently provide services in coordination with the state. The committee discussed opportunities presented to other states.
