10:09 AM -- CPW Crooked Wash Property Transaction

The committee was called to order. A quorum was present. Ms. Anne Kelson, Real Estate Unit Supervisor, Colorado Division of Parks and Wildlife (CPW) within the Department of Natural Resources, presented a proposal to acquire the Crooked Wash Ranch Perpetual Public Access Easement. Committee members received a description of the request, with maps, assembled by Legislative Council Staff (Attachment A). Ms. Kelson described the easement to be acquired under the proposal. Ms. Kelson responded to questions regarding a perpetual conservation easement on the Crooked Wash property to be acquired by The Nature Conservancy in tandem with CPW's acquisition of the Crooked Wash Ranch Perpetual Public Access Easement, and CPW's role in the conservation easement. Ms. Kelson responded to further questions regarding the potential for the public to be forbidden access to the Crook Ranch property in the future. Mr. Bill de Vergie, Area Wildlife Manager in Meeker, provided input regarding the easements to be acquired on the Crooked Wash Ranch by CPW and The Nature Conservancy, as well as an easement currently held on the adjacent Tuttle Ranch. Mr. de Vergie responded to further questions regarding access arrangements for these two properties. Ms. Kelson responded to questions regarding CPW's contribution to The Nature Conservancy's acquisition of a perpetual conservation easement on the Crooked Ranch property.

Discussion continued regarding CPW's contribution to The Nature Conservancy's acquisition of a perpetual conservation easement on the Crook Ranch property. Ms. Kori Donaldson, Legislative Council Staff, provided input regarding the process by which CPW is able to contribute to the acquisition of the Crooked Ranch conservation easement. Mr. de Vergie responded to questions regarding the owners of properties adjacent to the Crooked Wash Ranch, and the value of the various easements held, or to be acquired, on the Tuttle and Crooked Wash properties.
