The committee came back to order. Representative Scott discussed his bill concerning public trustee appointments in El Paso and Mesa county. Testimony on the bill was taken at a previous meeting of the Committee on Local Government on January 30, 2013. The bill was also amended at that time. Representative Scott asked the committee to hear testimony from the El Paso county treasurer.

Representative Gardner introduced his bill that adds existing duties and responsibilities for coroners and law enforcement when a person dies under circumstances that may require an investigation. The bill also repeals provisions that allow a coroner to ask a physician to examine the body and repeals the provision that allows a physician to remove the pituitary gland. Representative Gardner provided a strike below amendment to the committee (Attachment A). He provided an amendment to the amendment (Attachment B). He responded to questions from the committee.

Representative Gardner introduced his bill that authorizes local governments to perform electrical and plumbing inspections of public schools in lieu of the state, providing that the inspections are in compliance with state standards. At its discretion, a school district may opt to be inspected by either a state inspector or a local inspector. He provided an amendment to the committee (Attachment C).

Representative Rankin introduced his bill that repeals the requirement that local governments file a list of contracts with the Department of Local Affairs (DOLA) annually. Instead, DOLA may make a written request for such a list from any local government. Upon receipt of a request from DOLA, a local government has 30 days to provide the list. He provided an amendment to the committee (Attachment D).
