Representative Fields introduced her bill that specifies that common interest communities, more commonly known as home owner associations (HOAs), may not prohibit xeriscaping or drought tolerant landscaping though declarations, bylaws, rules or regulations. An association may adopt rules or guidelines that regulate the type, number, and placement of drought tolerant plants. The bill also prohibits an HOA from requiring that a unit owner water landscaping in violation of municipal watering restrictions. She provided Amendment L.007 to the committee (Attachment A). She responded to questions from the committee.
