Representative May, sponsor, presented Senate Bill 13-195. Under current law, to obtain a concealed carry permit, a person must demonstrate competence with a handgun. Competence can be demonstrated by various methods, including the completion of a handgun training class. This reengrossed bill clarifies that a handgun training class, for the purposes of satisfying the requirements of obtaining a concealed carry permit, must not offer the entire course online or at any location other than where the certified instructor provides the course.

Chief John Jackson, representing the Colorado Association of Chiefs of Police, testified in support of the bill. Chief Jackson spoke about the standards of training for the possession and use of a firearm. He discussed reasons he believes this training needs to be completed in person rather than online. He responded to questions from the committee about language on page 2, line 16 of the bill. The committee discussed which portions of a training course might be completed online or not in the presence of a certified instructor.

Jacqui Schumway, representing Colorado Ceasefire, testified in support of the bill. Ms. Schumway spoke about training requirements for obtaining a concealed handgun permit. She responded to questions from the committee.

Debby Kaller and Michael McGuire, representing themselves, testified in support of the bill. They both discussed the importance of face-to-face training in obtaining proficiency with firearms.

Leslie Chomic, representing the League of Women Voters, testified in support of the bill.

John Head, representing Sane Alternatives to the Firearms Epidemic (SAFE) Colorado, testified in support of the bill. Mr. Head spoke about the training he received in the United States Army regarding firearms use.
