02:31 PM -- Mr. Lindahl discussed and summarized Draft Bill 1 (Attachment D) concerning the responsibilities of certain entities in managing volunteer firefighter pension plans that are affiliated with the Fire and Police Pension Association. The bill amends existing statutes related to the administration of volunteer firefighter plans affiliated with the FPPA. Specifically, the bill: directs the Department of Local Affairs to directly distribute to FPPA state moneys for affiliated volunteer firefighter pension plans; specifies the responsibilities of the volunteer firefighter pension plan governing body that is affiliated with the FPPA; specifies the responsibilities of the FPPA in connection with the affiliated volunteer firefighter pension plans; and specifies how the volunteer firefighter pension plan governing body may terminate its association with the FPPA.

Mr. Lindahl discussed the delineation of responsibilities for the FPPA in regards to the assets of volunteer plans. He also discussed the provision that allows the Department of Local Affairs to directly make payments to the FPPA on behalf of a volunteer firefighter plan.
