11:19 AM -- Senate Bill 13-224 - Concerning the Protect Our Rivers License Plate


Representative Hamner and Representative Wright, prime sponsors, explained the provisions of the bill. Representative Hamner began by saying that Senate Bill 13-224 creates the Protect Our Rivers special license plate. The plate will be available to all applicants who pay a one-time additional fee of $50 and demonstrate they have donated $25 to Colorado Trout Unlimited, a nonprofit organization. Fee revenue is split equally between the Highway Users Tax Fund (HUTF) and the Licensing Services Cash Fund. The $25 donations to Colorado Trout Unlimited is not to be used for litigation or lobbying.

Mr. Nickum provided the members with a brief paper on the work of Colorado Trout Unlimited (Attachment A). Mr. Nickum closed by saying that no revenue generated from plates under the bill can be spent on litigation or lobbying.
