Ms. Donaldson noted the CCHE FY 2014-15 prioritized capital construction request submission, contained in the capital requests binder. Mr. Richard Coffman, Chair, CCHE Capital Asset Subcommittee, Ms. Patricia Pacey, Vice Chair, CCHE Capital Asset Subcommittee, Ms. Happy Haynes, member of the CCHE Capital Asset Subcommittee, and Ms. Tonya Covarrubias, Finance Policy Officer for the Department of Higher Education, presented CCHE's FY 2014-15 prioritized capital construction requests. Committee members received a chart showing a ten-year history of state funding for higher education capital construction (Attachment D), a ten-year higher education enrollment history (Attachment E), and a chart showing the criteria considered by CCHE in creating its list of capital priorities (Attachment F). Ms. Covarrubias made some opening remarks about CCHE's capital prioritization. Commissioner Kaufman provided an overview of higher education capital needs and enrollment trends. Commissioner Kaufman clarified the breakdown of higher education enrollment by undergraduate and resident students.

Commissioner Pacey provided an overview of recent funding trends for higher education capital construction, and the process by which CCHE created its FY 2014-15 capital construction priority list. Discussion ensued regarding plans on the part of higher education institutions to create their own mechanisms for funding controlled maintenance associated with new construction. Ms. Covarrubias and Commissioner Kaufman provided input about institutional funding for controlled maintenance.

Discussion ensued regarding the differences between the FY 2014-15 capital construction priority lists created by OSPB and CCHE. Commissioner Kaufman responded to questions regarding state money appropriated for higher education that is used for operating costs. Discussion followed regarding the ten-year history of funding for higher education capital construction, and the use of institutional cash funding for capital projects, including student fees.

Discussion continued regarding the use of institutional cash funding for capital construction, including student fees, and budgeting for higher education in general. Discussion followed regarding harmonizing the FY 2014-15 capital construction priority lists created by OSPB and CCHE, and the differing criteria considered by these bodies in making their capital priorities. Commissioner Haynes provided input on the criteria considered by OSPB in creating its priority list. Commissioner Pacey compared the priority lists created by CCHE and OSPB. Senator Schwartz made some remarks about the capital process. Senator Renfroe provided his position on the capital priority lists created by OSPB and CCHE.
