Representative DelGrosso, prime sponsor, noted that the committee first heard this bill on February 14, 2013. The bill was sent back to the committee due to the revised fiscal note. Representative DelGrosso noted that the bill, as amended, exempts a nonresident individual who works in Colorado for up to 30 days from filing Colorado state income taxes and exempts an employer from withholding and remitting state income taxes to the Department of Revenue. After a brief committee discussion, Representative Court, Chair, asked staff to respond to questions about the revised fiscal note.

11:11 AM -- Mr. Ron Kirk, Legislative Council Staff, responded to questions about the fiscal note and mentioned that new data triggered the change in revenue identified in the fiscal note. He continued by explaining the federal legislation that the bill was aligned with and the different ways states require nonresidents to file state income tax returns.
