Representative Lee introduced House Bill 13-1254 and noted that it creates a $10 surcharge on all crimes that will be deposited in the newly created Restorative Justice Surcharge Fund. The fund is subject to annual appropriation to the Judicial Branch for the costs of restorative justice programs and administrative costs associated with the Restorative Justice Coordinating Council. He provided two amendments to the committee (Attachments J and K). He responded to questions from the committee.

The committee came back to order. Representative Court noted that the committee would discuss the financial issues of the bill and refer it back to Judiciary to discuss the amendments. Representative Lee noted that the changes in the amendments do not impact the costs of the bill.
