Representative Tyler, chair, called the meeting to order. A quorum was present. Representatives Hamner and Wright, prime sponsors, presented Senate Bill 13-224. The bill creates the Protect Our Rivers special license plate. The plate will be available to all applicants who pay a one-time additional fee of $50 and demonstrate they have donated $25 to Colorado Trout Unlimited, a non-profit organization. Of this fee, $25 is credited to the Licensing Services Cash Fund (LSCF) and $25 is credited to the Highway Users Tax Fund (HUTF). The $25 donation to Colorado Trout Unlimited is not to be used for litigation or lobbying. Representative Hamner discussed the provisions of the bill. Representative Wright said that the bill is an important message to send to the people of Colorado that waterways are critical and referred to a handout that was distributed to the committee by Colorado Trout Unlimited (Attachment A). Representative Kraft-Tharp commented on the number of license plates in the state and that there is a concern by some on the committee that want to restrict the number of license plates. Representative Hamner responded that she was a member of TLRC when the committee considered restricting the number of license plates but that the bill did not pass. Representative Wright said that it is always a positive funding stream to the state to create a new special license plate and that it benefits roads and bridges in the state.

Mr. David Nickum, representing Colorado Trout Unlimited, testified in support of the bill. He said that the bill indicates that proceeds will not be used for lobbying or litigation and that the purpose of the bill is to fund projects and education efforts. Representative Buck commented on the design of the license plate. Representative Lee asked about the process of obtaining a special license plate. Mr. Nickum said that within three years there needs to be 3,000 plates in circulation or the plate would be retired.
