03:24 PM -- House Bill 13-1260

The committee was called to order. A quorum was present. Representative Singer, prime sponsor, presented House Bill 13-1260, concerning the regulation of bingo, and, in connection therewith, repealing the existing limit on the number of bingo-raffle occasions that may be conducted annually by a licensee and allowing a player to play bingo by means of an electronic device. Representative Singer discussed the problems addressed by the bill, and explained how the bill corrects these problems. Representative Singer responded to questions regarding how an electronic bingo card operates, and software applications for playing bingo. Representative Singer responded to further questions regarding ownership of electronic bingo cards, and the rate of usage of the electronic cards. Discussion ensued regarding the potential effect of increasing the number of allowable bingo events by a bingo-raffle licensee. Representative Singer responded to questions regarding the licensees affected by the bill.

Mr. Dan Gincig, representing the Bingo Advisory Board, testified in support of the bill. Mr. Gincig provided input regarding who may conduct bingo contests, and the rate at which electronic bingo cards are used. Mr. Gincig discussed the benefits of using electronic devices to conduct bingo contests, and the effect of increasing the number of bingo occasions that a bingo-raffle licensee may conduct. Mr. Gincig described some logistical issues faced by licensees that would be addressed by the bill. Mr. Gincig clarified the difference between a bingo game and a bingo event. Mr. Gincig responded to questions regarding the potential effect of House Bill 13-1260 on the probability of a player winning a bingo game. Mr. Gincig clarified what contests a bingo-raffle licensee may conduct. Mr. Gincig responded to questions regarding a provision in the bill that strikes a current provision of law pertaining to using electronic devices to participate in bingo.
