Reeves Brown, Department of Local Affairs, spoke in support of the bill. He read a prepared statement from Roxanne White, Governor's Chief of Staff, who was unable to attend the hearing. He discussed the impact of the closures at Fort Lyon and the impact of the proposed project on the community.

He discussed the homeless population in the state. He explained the plan for the services to be provided at the Fort Lyon facility. He responded to questions from the committee regarding the number of veterans who would access services.

He described the needs of homeless veterans. He responded to questions from the committee regarding existing programs to transition veterans back into the community.

Julia Erlbaum, Real Food Colorado, spoke in support of the bill. She described a proposed greenhouse project that would exist within the facility and the vocational impact of that facility as part of the Fort Lyons project.

Buck Adams described the work of Veterans to Farmers that attempts to help veterans transition from active duty via agricultural work. He responded to questions from the committee describing the experience of veterans as they go through his program.
