01:38 PM -- New State Symbol Artwork

01:38 PM --
Mr. Thom Buchanan, Haller Buchanan, reminded the committee of previous discussions regarding design updates to the state symbol artwork. He provided a handout on his proposed new brochure layout and a portfolio of his artwork for government agencies (Attachment A). The committee discussed his artwork. Mr. Buchanan talked about artwork additions to Mr. Brown's Attic. The committee discussed changes to the state symbols brochure.

Mr. Buchanan answered questions from the committee regarding the proposed cost for work outlined in Attachment A. The committee discussed the Gold Fund and the proposed design of the artwork.

Mr. Buchanan spoke on the timeline for redesigning the brochure and the process for including future additions. The committee discussed the cost of producing brochures on an annual basis.

Ms. Julia Jackson, Legislative Council Staff, stated that 90,000 of the current brochure were ordered in 2011 and that a large portion of these are still available despite being outdated. Mr. Buchanan spoke on the importance of ordering brochures annually in order to reduce costs and provide ease for adding future symbols.

The committee continued to discuss the proposed artwork and the importance of adopting the new style in order to streamline the process. The committee agreed to allow Mr. Buchanan to do the artwork for pack burro racing and the western tiger salamander in the new style.

02:12 PM -- Liberty Bell Renovation

Ms. Sue Johnson, representing the Daughters of the American Revolution (DAR), provided a handout regarding a report on the restoration of the Liberty Bell replica (Attachment B). Ms. Johnson discussed the recommendations to maintain and protect the Liberty Bell replica. She asked the committee for the ability to move ahead with the proposal and seek a bid for the project.

Ms. Johnson answered questions from the committee regarding funding requirements and a protective plate to prevent further stress to the Liberty Bell replica. Mr. Nichols discussed grant funding from the State Historical Fund and the money raised by the DAR.

Ms. Johnson provided a handout on the history of the Liberty Bell replica (Attachment C) that the DAR is using to raise funds for the project. The committee agreed that the DAR could obtain a bid on the project without committee approval.

02:29 PM -- Audio/Visual Upgrades

Mr. Zack Wimberly, Legislative Council Staff, spoke on audio and visual additions to the Senate antechamber and the Old Supreme Court Chamber. He discussed available power resources to mount two televisions to the Senate antechamber wall with minimal damage. Mr. Wimberly discussed current issues with the Old Supreme Court Chamber audio system and spoke on the new multimedia additions.

Mr. Wimberly answered questions from the committee regarding existing technology in the Senate antechamber and the proposed locations for additional equipment. Ms. Markwell spoke on the use of the new technology as an informational resource for data streaming. She noted that the new televisions would not be showing live video of the Senate, but rather informational updates for Senators.

The committee continued to discuss the addition of a television screen in the Senate antechamber. Mr. Wimberly spoke on the challenge of running cables through the plaster walls to avoid damage to the molding and Senate Gallery above. Mr. Walter and Mr. Nichols discussed the use of a bar in order to suspend the televisions from the ceiling to avoid damages to the wall's historic character.


02:42 PM -- Committee Process and Procedures

Senator Newell discussed updates to the committee's process and procedures. Additional information will be presented at the July 19, 2013, committee meeting.

Senator Newell spoke on the appointment of Jennifer Miklosi to the committee to fill Jil Rosentrater's seat.

02:44 PM -- Updates and Other Business

Ms. Markwell spoke on the restoration of the stained glass in the Senate Chamber.

Ms. Jackson spoke on the Department of Natural Resources' recommendation to use blue grama grass in a section of the Capitol grounds. The committee discussed the use of blue grama grass and recommended that examples be provided at the July 19, 2013, meeting. Ms. Jackson spoke on the approval of the khachkar donation for the Armenian garden and updates on the upcoming quilt show.
