Representative Fischer explained that witness testimony will not be heard for this conference committee and described CLHB1130.004 (Attachment A) to the committee. Senator Schwartz proposed a substitute amendment CHLB1130.003 (Attachment B) and described this amendment and her reasons for proposing it. Senator Todd expressed her desire to ensure that all bill sponsors' intent is maintained via any proposed amendments. Senator Schwartz explained the process that she engaged in before proposing CHLB1130.003 (Attachment B). Representative Fischer described why he opposes the rerevised version of the bill as adopted by the Senate and said that he opposes CHLB1130.003 (Attachment B). Representative Sonnenberg said that he had not spoken to Senator Schwartz about Senate amendments and urged a no vote on CHLB1130.003 (Attachment B). Senator Baumgardner expressed his opinions on CLHB1130.004 (Attachment A) and CHLB1130.003 (Attachment B). Senator Schwartz described concerns regarding interruptible water supply agreements as authorized by the reengrossed version of the bill.
