01:58 PM -- House Bill 13-1142 - Concerning the State Enterprise Zone Program Tax Incentives


Representative Hullinghorst distributed Amendment L.008 (Attachment A) and Amendment L.010 (Attachment B) and explained the impact of the amendments on House Bill 13-1143. She noted that Amendment L.008 caps the 3.0 percent investment tax credit at $750,000 and allows unused credits to be carried forward for 14 years. (This bill was initially heard by the House Finance Committee on February 28, 2013.)

The committee discussed the findings of the Enterprise Zone (EZ) Task Force as it relates to House Bill 13-1142.

02:12 PM -- Mr. Ken Lund, representing the Colorado Office of Economic Development and International Trade, discussed the findings of the Enterprise Zone Task Force. He noted that 2.6 percent of all businesses reside in EZs.

The committee discussed the findings of the task force as they apply to the prior $1.0 million cap and the $750,000 cap in Amendment L.008.

03:51 PM -- Senate Bill 13-050 - Concerning the Recycling Resources Economic Development Fund

Representative Coram, prime sponsor, explained that the bill amends statutes relating to the Recycling Resources Economic Opportunity Fund (RREOF). He distributed the following two maps: RREO Grant Program: Fund Distributed by County, FY 2009-2013 (Attachment G); and RREO Rebate Program: Funds Distributed by County, FY 2009-2013 (Attachment H). Representative Coram continued by saying that under current law, the solid waste user fee applicable to commercial vehicles at attended solid waste disposal sites is 7 cents per ton of waste. The bill incrementally increases the fee to 9 cents per ton on January 1, 2014; to 11 cents per ton on January 1, 2015; and to 14 cents per ton on January 1, 2016.

The committee engaged in a discussion on the fee increases in the bill. Representative Coram responded to the committee discussion and asked that witness testimony be heard to respond to some of the committee's questions.
