Mr. Brandon discussed the two types of automobile emissions violators.

Mr. Garry Kaufman, representing the Air Pollution Control Division within the Department of Public Health and Environment, made himself available to answer questions about Senate Bill 13-257. Mr. Kaufman addressed questions raised about the bill earlier, providing background on the bill's implementation date and the decision not to select a certain date upon which to base automobile emissions exemptions. Mr. Kaufman responded to questions regarding the reasoning behind selecting 2016 as the implementation year for the bill. Mr. Kaufman responded to questions regarding his agency's position on implementing the bill in 2016, and the recent history of air quality violations in the Denver area. Mr. Kaufman responded to further questions regarding the use of on-board diagnostic equipment to test vehicle emissions.
