12:47 PM -- House Bill 13-1088

Representative Fields presented House Bill 13-1088, concerning modifications of the work of the Department of Public Health and Environment regarding health disparities to include health equity. The bill renames the Office of Health Disparities in the Department of Public Health and Environment to the Office of Health Equity, adds duties to the Office of Health Equity, replaces the Minority Health Advisory Commission with the Health Equity Commission, adds two members to the current 13-member commission, and requires that a review committee make recommendations on applications required by the Health Disparities Grant Program. The bill repeals the Interagency Health Disparities Leadership Council. Representative Fields responded to questions from the committee about the bill.

Aubrey Hill, Colorado Coalition for the Medically Underserved, testified in support of the bill. She provided a handout to the committee (Attachment E). She discussed statistics and factors about the medically underserved. Ms. Hill responded to questions from the committee about the data presented in the handout.

Brad Clark, One Colorado, testified in support of the bill. He discussed the difficulties for lesbian, gay, bisexual, and transgendered (LGBT) Coloradoans to access LGBT friendly health care and the health disparities in the LGBT community. Mr. Clark responded to a question from Representative Schafer about the work of One Colorado to address health issues in the LGBT community. Mr. Clark provided a brochure to the committee (Attachment F).

Dr. Christopher Urbina and Lorena Zimmer, Colorado Department of Public Health and Environment, testified in support of the bill. Ms. Zimmer provided two handouts to the committee (Attachments G and H). Ms. Zimmer discussed the ability of the department to receive grants and to address health disparities. Dr. Urbina responded to questions from the committee about the bill.
