01:36 PM -- House Bill 13-1272 - Concerning Modifications of the Sales and Use Tax Base for Certain Special Districts

Representative Hullinghorst, prime sponsor, explained the provisions of the bill. She explained that House Bill 13-1272 makes the Regional Transportation District (RTD) and Scientific and Cultural Facilities District (SCFD) sales and use tax bases identical to the state sales and use tax base.

The committee discussed the fiscal impacts identified in the bill and the items that would become taxable should the bill pass. Representative Court, Chair, asked the bill drafter to respond to committee questions.

The following persons testified:

Mr. Ed DeCecco, Office of Legislative Legal Services, responded to questions about the referenced tax bases in the bill.

02:09 PM --
Mr. Tom Clark, representing the Denver Metro Chamber of Commerce, noted that the chamber supported House Bill 13-1272. Mr. Clark noted that this bill will ease the filing requirements for small businesses.

02:15 PM -- Mr. Charlie Sheffield, representing the Colorado Beverage Association, testified in opposition to the bill and discussed the fiscal impacts from the policy changes.

02:18 PM --
