Representative DelGrosso introduced his bill that implements recommendations from the audit of the Board of Assessment Appeals (BAA). It creates a cash fund for fees. The bill adjusts provisions that impact the management of the BAA workload and the timeliness of its decision-making process. He provided an amendment to the committee (Attachment A). He responded to questions from the committee.

Representative Landgraf introduced her bill that designates Fort Carson police officers as peace officers of the state. Under the bill, officers with Peace Officer Standards Training (POST) certification have the full authority of state peace officers and allows Fort Carson officers to obtain POST certification.

Todd Evans, Fountain Police Department, spoke in support of the bill. He discussed the department's work with Fort Carson and the surrounding jurisdictions. He read prepared testimony from the Provost Marshall at Fort Carson. He responded to questions from the committee. He explained the distinction between military police and the Fort Carson police.

10:52 AM -- House Bill 13-1241

Representative Gardner introduced his and Representative Fields' bill that allows a General Fund appropriation to operate the statewide automated Victim Information Notification Everyday (VINE) system. Under the bill, the system will be operated by the county sheriffs of Colorado. The system allows crime victims to obtain free information on the custody status of inmates under supervision in county jails. He provided a handout to the committee (Attachment B). He responded to questions from the committee.

Patty Moschner, Colorado VINE, spoke in support of the bill. She discussed the VINE program and sources of funding. She read an email from a victim who uses the VINE system. She responded to questions from the committee regarding the time frame for notification of victims. She discussed the ways victims are able to access information and how victim advocates assist them in accessing information.

Steve Siegel, Colorado Organization for Victim Assistance and the Denver District Attorney's office, spoke in support of the bill. He responded to questions from the committee about coordination between local victim assistance units and other public safety entities in different localities.

Chris Olson, County Sheriffs of Colorado, spoke in support of the bill. He responded to questions from the committee, indicating that the system would be available statewide if the bill is passed. He indicated that victim advocacy organization would be able to access information as well. He provided a letter to the committee from the Denver Sheriff (Attachment C).
