12:09 PM -- Opening Comments

President Morse, chair, called the committee to order. He explained the purpose of the meeting.

Mr. Mike Mauer, director of Legislative Council Staff, explained the process of prioritizing bills that create interim committees. He then explained the other bills before the committee and responded to questions from Representative Murray.

12:13 PM

Speaker Ferrandino spoke about House Bill 13-1299, which changes the process for interim studies. President Morse responded to his comments.


12:16 PM -- Prioritization of Interim Committee Bills

Members were given a form on which to prioritize interim committee bills. Sponsors of the following seven bills creating interim committees came to the table to present their bills:

House Bill 09-1064 - Senator Kefalas - Economic Opportunity Poverty Reduction Task Force;
House Joint Resolution 13-1019 - Senator Giron & Senator Harvey/Representative Levy & Representative Navarro - Juvenile Defense Attorney Interim Committee;
House Bill 13-1244 - Senator Hudak/Representative Fields & Representative Young - Continuation of Educational Success Task Force;
Senate Bill 13-082 - Representative Levy/Senator Nicholson & Senator Roberts - Wildfire Matters Review Committee;
House Bill 13-1007 - Representative Peniston/Senator Hudak - Early Childhood & School Readiness Legislative Commission;

Senator Kefalas requested support for House Bill 09-1064, concerning the Economic Opportunity Poverty Reduction Task Force. He described the activities of the task force and its plans for the interim. Senator Kefalas responded to questions from Representative Waller and Senator Guzman.

12:24 PM

Senator Giron and Representative Levy requested support for House Joint Resolution 13-1019, concerning a Juvenile Defense Attorney Interim Committee. They explained the importance of the committee. Senator Renfroe responded to their remarks.

12:30 PM

Senator Hudak and Representative Fields requested support for House Bill 13-1244, concerning the continuation of the Educational Success Task Force. Senator Newell asked for input as how to choose between House Bill 13-1244 and House Bill 13-1007.

Senator Nicholson and Senator Roberts requested support for Senate Bill 13-082, concerning the Wildfire Matters Review Committee. Senator Nicholson spoke about the work of the Lower North Fork Wildfire Commission during the 2012 interim. Senator Roberts shared additional remarks. Representative Court sought clarification concerning the mission of the committee. Senator Nicholson and Senator Roberts responded to her questions.

Senator Hudak and Representative Peniston requested support for House Bill 13-1007, concerning the Early Childhood & School Readiness Legislative Commission.


12:39 PM

Representative Young and Representative May requested support for House Joint Resolution 13-1028, concerning an Interim Committee on Long-term Services. Senator Newell asked what will be different about this interim committee compared to past interim committees on this subject. Representative Young and Speaker Ferrandino responded to her questions. Senator Guzman asked if there has been any input from departments that are involved in this issue.

Representative Ryden and Senator Heath requested support for House Bill 13-1321, concerning the Procurement Improvement Task Force. Representative Ryden discussed other legislation concerning procurement.
