Joe V. Meigs, Legislative Chairman, Colorado Water Well Contractors Association, explained that the current water well inspection program was authorized in 2003. Specifically, Senate Bill 03-045 expanded the regulation of water well construction contractors and pump installers by creating a well inspection program that is administered by the State Board of Examiners of Water Well Construction and Pump Installation Contractors and increased well inspection fees to pay for well inspections. He described the responsibilities of water well inspectors and explained how well inspection fees are used to pay for salaries and other expenses related to the well inspection program. He described recent changes in the number of well permits that are granted and the effect of these changes on funding available for the well inspections. He urged the legislature to authorize two additional well inspectors and to pay for this increase by increasing well inspection fees from approximately $100 to $150 per well.
