Representative Ginal presented Senate Joint Resolution 13-021 concerning the creation of an interim committee to study ways to create a comprehensive health care system for all Coloradans. The resolution creates a 16-member interim legislative committee to study and analyze ways to create a statewide health care system to provide healthcare to all Coloradans. The committee is comprised of members of the General Assembly and persons representing the public and private sector. Appointments must be made 45 days of the effective date of the resolution. The committee will meet no more than six times, beginning on or before August 1, 2013. The committee must submit a written report of its findings to various legislative committees on or before December 15, 2013.

Representative Ginal responded to questions about the need for the resolution in light of the enactment of the federal Patient Protection and Affordable Care Act and the Colorado Health Benefit Exchange, and the source of the data on the number of uninsured Coloradoans she cited during her opening remarks. She provided a handout (Attachment H).

Ivan Miller, Colorado Foundation for Universal Health Care, testified in support of the bill. He referenced a handout that the members received prior to the meeting. He discussed health insurance premiums and the cost of health care. Mr. Miller responded to questions about the uninsured population, whether a single-payer system would be the focus of the interim committee, how the resolution fits in with the Senate Bill 06-208 Blue Ribbon Commission for Health Care Reform recommendations, and the business community's position on the resolution.

Marc Reece, Colorado Association of Health Plans, testified in opposition to the resolution. He provided a handout to the committee (Attachment I). He discussed the current activities in the state related to the implementation of the federal Patient Protection and Affordable Care Act and the Colorado Health Benefit Exchange. Mr. Reece responded to questions about the exchange's enrollment activities.

Cindy Sovine-Miller, Colorado Association of Commerce and Industry, testified in opposition to the resolution. She discussed various health care reform activities that have occurred in Colorado since 1998, including the Senate Bill 06-208 Blue Ribbon Commission for Health Care Reform, the federal Patient Protection and Affordable Care Act, and the Colorado Health Benefit Exchange. Ms. Sovine-Miller responded to questions about the resolution.

Mr. Gallegos responded to questions about CoverColorado and other insurance options for the uninsured, and whether he has a solution on how to provide health coverage to the uninsured.

Cynthia Thorstad, representing herself, testified in support of the bill. She discussed her husband who has multiple myeloma, health care costs, the inability of people to get adequate insurance coverage, and the occurrence of billing errors.
