10:32 AM -- Senate Bill 13-026 - Concerning the Michael Skolnik Medical Transparency Act

Representative Primavera, prime sponsor, presented Senate Bill 13-026. She began by explaining that Senate Bill 13-026 modifies the Michael Skolnik Medical Transparency Act, which requires most regulated medical practitioners to disclose certain information to the Division of Professions and Occupations in the Department of Regulatory Agencies (DORA) whenever they obtain or renew a license. The division gathers the specified information and makes it available to the public. This bill requires that beginning July 1, 2014, the following regulated professions also comply with the disclosure and reporting requirements:

athletic trainers;
massage therapists;
certified nurse aides;
occupational therapists;
respiratory therapists;
pharmacists;
psychiatric technicians; and
surgical assistants and surgical technologists.

After a brief committee discussion, Representative Court, Chair, asked personnel from DORA to respond to committee questions.


The following person testified:

10:40 AM -- Michael Skorupka, representing the Division of Professions and Occupations within DORA, responded to questions from the committee and stated that approximately 61,000 additional health professionals would be covered by the bill. Mr. Skorupka stated that the requested expansion of four full-time positions is for the expansion and maintenance of professional profiles, the enforcement of the bill's requirements, and licensee services.
