01:38 PM -- House Bill 13-1140 - Concerning the Colorado Independent Tax Appeal Court


Representative Stephens, prime sponsor, explained that House Bill 13-1140 creates the Colorado independent tax appeal court and delineates its powers, duties, and responsibilities. She continued by saying that the court is responsible for the independent review of most of the final determinations of the executive director of the Department of Revenue.

Representative Stephens noted that meetings with stakeholders indicated that more work was needed before the bill could be debated before the General Assembly. After a brief committee discussion, Representative Stephens asked the committee to postpone House Bill 13-1140 indefinitely. The committee took the following action.

01:40 PM -- House Bill 13-1111 - Concerning the Regulation of Naturopathic Doctors

Representative Court, Chair, announced that House Bill 13-1111 had a full committee debate in the House, Insurance & Environment Committee and for purposes of the House Finance Committee, discussion would be limited to the fiscal impact of the bill. She noted that testimony was closed.

Representative Ginal, prime sponsor, explained that House Bill 13-1111 requires naturopathic doctors to obtain a license to practice in Colorado on or after January 1, 2014. After a brief committee discussion, the bill was placed on the table for action.

Representative Court, Chair, announced that Senate Bill 13-011 had a full committee debate in the House Judiciary Committee and for purposes of the House Finance Committee, discussion would be limited to the fiscal impact of the bill. She noted that testimony was closed.

Representative Ferrandino and Representative Schafer briefly discussed the bill. Representative Ferrandino noted that the bill created the Colorado Civil Union Act. After a brief committee discussion, Representative Court, Chair, asked staff to respond to committee questions on the fiscal note.

02:38 PM -- Senate Bill 13-004 - Concerning Senior Identification Cards

Representative Ginal, prime sponsor, explained that Senate Bill 13-004 allows applicants for state-issued identification cards, who are over the age of 65, to renew online or by mail every renewal period. Identification cards expire on the card holder's birthday in the fifth year after the card's issuance. She closed by saying that current law allows online renewals, but only on every other renewal period.
