Representative Levy introduced her bill that would create a permanent interim committee, the Wildfire Matters Review Committee, to review and propose legislation related to wildfire prevention and mitigation in the state. The committee will meet at least once during the interim and consult with experts including the Department of Public Safety and the State Forest Service. She responded to questions from the committee.

02:03 PM -- House Bill 13-1302

Representative Moreno introduced his bill that changes current law that requires multiple special districts that want to consolidate to amend their service plan and obtain approval from affected cities and towns whenever consolidation occurs. The bill would require that districts obtain approval only when the consolidation will provide new or different services entirely within the boundaries of a municipality, compared to the services currently provided by one or more of the consolidating districts. He responded to questions from the committee.

Representative Peniston introduced her bill that requires continuous recording of executive sessions. The bill would require continuous recording of executive sessions, even when the discussion is claimed to be privileged. The local public body is required to keep a privilege log to identify the approximate times the privileged discussion takes place and the nature of the communication. She explained a proposed strike-below Amendment L.001 to the committee (Attachment B). She responded to questions from the committee.
