01:38 PM -- House Bill 13-1245 - Concerning the Colorado Health Benefits Exchange

Representative McCann introduced House Bill 13-1245 and noted that it creates two funding mechanisms to support the operations of the Colorado Health Benefits Exchange (COBHE). The exchange may assess a fee on small group and individual health plan markets, as well as dental plans. The bill creates a tax credit against the premium tax owed by insurance carriers for donations to the health exchange. She responded to questions from the committee.

He discussed the Cover Colorado reserves and the requirements of the Division of Insurance for those reserves. He responded to questions from the committee about the number of insured individuals who will pay fees.

02:10 PM -- Mr. Miller Hudson, representing himself, discussed his concern that insurers will implement a surcharge to cover the cost of the assessment. He responded to questions from the committee.

Representative Moreno presented House Bill 13-1212 and said that it defines and authorizes the formation of job creation districts as a means to generate capital and create new jobs. Local job creation authorities would oversee the operation of the districts. He responded to questions from the committee regarding the types of projects that would qualify for the job creation districts.

04:44 PM -- House Bill 13-1254 - Concerning the Restorative Justice Surcharge Fund

Representative Lee introduced House Bill 13-1254 and noted that it creates a $10 surcharge on all crimes that will be deposited in the newly created Restorative Justice Surcharge Fund. The fund is subject to annual appropriation to the Judicial Branch for the costs of restorative justice programs and administrative costs associated with the Restorative Justice Coordinating Council. He provided two amendments to the committee (Attachments J and K). He responded to questions from the committee.
