Representative Primavera presented House Bill 13-1223, concerning the authority of the Commissioner of Insurance to promulgate rules regarding an insurance carrier's requirement to submit cost information to the commissioner. The bill allows the Commissioner of Insurance to specify, by rule, a minimum threshold which insurance carriers must meet before they are required to submit cost information to the commissioner for inclusion in the annual Health Insurance Cost Report.

Tom Abel, Division of Insurance in the Department of Regulatory Agencies, testified in support of the bill. He provided the committee with a copy of the 2011 Health Insurance Cost Report (Attachment A). Mr. Abel stated that the bill would reduce the workload for both the Division of Insurance and insurance companies. He responded to a question from Representative Young about the tool that is used to collect the data for the annual Health Insurance Cost Report.

10:50 AM -- Colorado Behavioral Healthcare Council Presentation

Terri Hurst presented to the committee on behalf of the Colorado Behavioral Healthcare Council (CBHC). She provided a packet of information to the committee (Attachment B). She discussed the CBHC membership, the services provided at the community mental health centers, and integration of treatment of mental health and substance abuse disorders. Ms. Hurst discussed mental health first aid efforts. She discussed integration of behavioral health with primary care, the involvement in the criminal justice system of the CBHC members, and the efforts for parity for behavioral health. Ms. Hurst discussed the Behavioral Health Caucus.

Ms. Hurst responded to questions from the committee about the shortage areas for mental health providers, mental health first aid courses, and whether CBHC is a governmental entity. Ms. Hurst continued to respond to questions from the committee about the interrelationships between behavioral health organizations, managed service organizations, and community mental health centers. Ms. Hurst responded to questions from the committee about whether any of the community mental health centers have gambling addiction services and whether a statewide crisis hotline for behavioral health exists.
