Representative Waller presented Senate Bill 13-042 concerning the renewal of distinguished foreign teaching physician licenses by a person ranked lower than an associate professor. Under current law, distinguished foreign teaching physicians can be licensed for one year by the Colorado Medical Board to practice medicine at a state medical school. Distinguished foreign teaching physicians are graduates of foreign medical schools who may be licensed in a foreign jurisdiction and meet certain conditions. To renew a license, a distinguished foreign teaching physician must be a full-time faculty member at the level of associate professor or higher. This bill allows a distinguished foreign teaching physician at the level of assistant professor to renew his or her license.

Dr. Stanca Birlea, University of Colorado, testified in support of the bill. Dr. Birlea provided a handout to the committee (Attachment A). She discussed her experience treating vitiligo both in Colorado and Romania. Dr. Birlea responded to questions about how long she has been in Colorado, how she is currently able to practice in Colorado, and her patients. Dr. Birlea responded to questions about vitiligo and her research clinic.
