10:56 AM -- Senate Bill 13-151 - Concerning the Continuation of Regulation of Message Therapists

Representative Primavera, prime sponsor, discussed the provisions of the bill. She began by saying that Senate Bill 13-151 continues the regulation of massage therapists until September 1, 2022, and implements the recommendations of the sunset review on the "Massage Therapy Practice Act" (MTPA). A key recommendation of the sunset review is to repeal registration requirements and implement licensing requirements for massage therapists.

The committee engaged in a discussion about the changes in the bill that pertain to licensing and the current fee structure as it applies to about 13,000 therapists in the state. After a brief committee discussion, the committee heard testimony.

The following persons testified:

11:00 AM -- Ms. Jean Robinson, representing the Associated Bodywork and Massage Professionals, testified in support of the bill and discussed the fee structure for licensing. She also discussed the reasons for regulation and noted that there is a patchwork of different regulations that applied to the industry before the state began its regulatory role. She closed by saying that regulation works for the industry.

11:05 AM -- Mr. Dino Ioannides, representing the Department of Regulatory Agencies (DORA), responded to committee questions.

11:07 AM --
Mr. Bruce Harrelson, representing DORA, responded to committee questions.
