09:13 AM -- Capitol Building Advisory Committee Electric Vehicle Charger Recommendation

Representative Fischer presented a proposal on behalf of the Capitol Building Advisory Committee (CBAC) to install electric vehicle charging stations in the Capitol circle, and explained the process by which CBAC adopted this recommendation. Committee members received a letter from Senator Linda Newell, CBAC chair, endorsing the recommendation (Attachment A). Discussion ensued regarding the cost for installing these chargers, and the available options for funding the proposal. Representative Fischer responded to questions regarding the potential number of electric vehicles that may be serviced by the chargers. Ms. Donaldson provided input on this potential level of service. Representative Fischer responded to questions regarding some ancillary costs associated with installing and operating electric vehicle charging stations, including which party will pay for the electricity charges once the chargers are operational.

Discussion ensued regarding the potential for building the cost of installing the electric vehicle chargers into the vehicle recharge rate. Discussion followed regarding potential liability issues associated with operating electric vehicle chargers. Senator Baumgardner suggested delaying action on the item until certain questions about the project are answered. Discussion ensued regarding going forward with an amended motion on the issue to allow for certain concerns to be addressed. The committee elected to postpone to a future date action on installing electric vehicle chargers in the Capitol circle.
