Representative May presented Senate Bill 13-152 concerning the continuation of the asbestos abatement certification process conducted by the Department of Public Health and Environment. The bill extends the authority for the asbestos abatement program until September 1, 2022. The bill also amends existing requirements to include a provision that local governments compel applicants for renovation and demolition permits to disclose knowledge that an asbestos inspection has been performed at the subject property. Representative May discussed the asbestos abatement program and responded to questions from the committee. A letter from the Colorado Environmental Professionals Association was provided to the committee (Attachment A).

Laura Shumpert, Department of Public Health and Environment, testified in support of the bill. Ms. Shumpert responded to a question from Representative Schafer about how long it takes local governments to update building permit application forms for permits to renovate or demolish property.
