10:51 AM -- House Bill 13-1212

Representative Moreno introduced his bill that defines and authorizes the formation of job creation districts as a means to generate capital for new jobs. Local job creation authorities oversee the operation of the districts. The bill specifies the process for forming a district. He responded to questions from the committee.

Bryan Blakely, Aurora Economic Development Council, spoke in support of the bill. He provided a copy of prepared testimony from Lisa Nolder, Prowers County Development to member of the committee. He responded to questions from the committee about the details of the bill and how local governments can develop job creation districts. He discussed the use of "average wage" in the requirements for job creation.
