Representative Foote, prime sponsor, explained that House Bill 13-1267 increases the penalties for violations of the Oil and Gas Conservation Act. The maximum daily fine is increased from $1,000 to $15,000 per violation per day. The minimum penalty for a violation that results in a significant adverse impact on public health, safety, or welfare, including the environment and wildlife resources, is $5,000.
