03:40 PM -- Senate Bill 13-108

Representative Hamner, Chair, called the meeting to order and welcomed the committee members and audience to the meeting. Representative Gerou, prime sponsor, came to the table to present Senate Bill 13-108, which concerns making adjustments to the amount of total program funding for public schools for the 2012-13 budget year. The reengrossed bill, which is recommended by the Joint Budget Committee (JBC), makes several mid-year adjustments to the 2012 School Finance Act. Specifically, the bill increases the minimum level of total program funding for FY 2012-13; sets a minimum level of funding for FY 2013-14 and beyond; and caps the number of funded Accelerating Students Through Concurrent Enrollment (ASCENT) students in any fiscal year at the level approved by the General Assembly.

Representative Landgraf asked if the bill is standard operating procedure. Representative Gerou responded in the affirmative. Representative Hamner asked about the provisions on page 4, lines 8-27 of the printed, reengrossed bill. Craig Harper, JBC Staff, came to the table to respond to Representative Hamner's question and provided a handout to the committee members (Attachment A). Representative Wilson asked about funding for the ASCENT program. Representative Gerou directed the committee to page 2 of the handout (Attachment A), and stated that the program is not being cut, but is actually receiving more funding.
