01:33 PM -- House Bill 13-1084

Representative DelGrosso introduced House Bill 13-1084. The bill eliminates the requirement that any licensed child care entity that receives a new Federal Employee Identification Number (FEIN) submit a new state application to be licensed as long as the new FEIN was issued solely as a result of a change in the corporate structure, the management or governing body of the entity remains the same as originally licensed, and the facilities used by the entity are the same as originally licensed. He noted that the bill requires that only newly hired employees are required to undergo criminal background checks. He responded to questions from the committee.

She discussed occurrences in which there is a need to change the corporate structure of a child care facility, and noted that in such a circumstance, existing employees are required to undergo background checks. She discussed the expenses associated with the checks.

R.B. Fast, Early Childhood Education Association, discussed the regulation of the childcare facilities and the associated expenses. She discussed the costs of tuition for child care and noted that the expenses with the licensing process can either cause tuition increases for parents or reductions in salaries for staff.

Represenative Stephens introduced House Bill 13-1065. The bill allows persons licensed in another state to treat persons with a mental illness at facilities operated in Colorado by certain federal agencies, including the armed forces, the U.S. Public Health Service, and the U.S. Department of Veterans Affairs. Amendment L.001 was distributed to the committee (Attachment A). Representative Stephens responded to questions from the committee regarding how complaints against military mental health providers are handled.

02:34 PM -- House Bill 13-1117

The committee reconvened. Representative Hamner introduced House Bill 13-1117 and distributed amendments L.001 and L.002 to the committee (Attachments B and C). The bill consolidates several child development programs in the Department of Human Services. The transferred programs included the Early Childhood Leadership Commission, the Nurse Home Visitor's Program, the Tony Grampsas Youth Services Program, the Colorado Student Dropout Prevention and Intervention Program, the Colorado Before-and-After School Project, the Colorado Children's Trust Fund, and the Family Resource Center Program. She stated that the current system is administered by multiple departments with multiple funding streams and the proposal comes from the Early Childhood Leadership Commission (ECLC) along with the affected departments. She described the duties of the ECLC. She stated that the current early childhood system is complex and fragmented, and the bill aligns and consolidates programs, which will streamline the programs and promote collaboration between the state and local agencies. She described the bill's changes to the ECLC, which include reducing the membership of the committee and extending the commission's repeal date. She responded to questions from the committee. A handout from the Early Childhood Summit was distributed to the committee (Attachment D).

Reggie Bicha, Executive Director of the Department of Human Services, testified in support of the bill. He discussed the Tony Grampsas Youth Services program, and its move into the Office of Early Childhood. He noted that the bill moves the Early Childhood Leadership commission from the Lieutenant Governor's Office to the Department and reauthorizes the commission. He explained that prevention programs for child abuse and neglect are currently located within the Department of Public Health and Environment, and the bill will relocate those services to the Department of Human Services. He responded to questions from the committee regarding variances in early childhood programs, early childhood learning standards, and how parents will be informed about the standards. He further responded to questions regarding the move of the Tony Grampsas Youth Services Program from the Department of Public Health and Environment to the Department of Human Services and the transfer of staff necessitated by the move of the programs.

Dr. Chris Urbina, Executive Director of the Department of Public Health and Environment, testified in support of the bill. He described his department's efforts to listen to concerns about the bill and stated that the department is fully supportive of the move of programs to the Department of Human Services. He responded to questions from the committee regarding the move of the Tony Grampsas Youth Services Program. He addressed additional questions from the committee regarding why the School Based Health Care Grant Program is remaining within the Department of Public Health and Environment.

Doug Price, President and CEO of Rocky Mountain PBS and testifying on behalf of Executives Partnering to Invest in Children (EPIC), testified regarding the importance of early childhood education and in support of the bill. He stated that combining programs and funding streams is a step towards a more efficient delivery service for early childhood services. He stated that early childhood education is an economic driver, and discussed the importance of quality child care in developing quality employees.
