Representative Exum, prime sponsor, presented House Bill 13-1123, which directs the Department of Labor and Employment (CDLE) to offer each applicant the opportunity to waive confidentiality for four specific record items containing contact information: name, address, telephone, and e-mail address. The CDLE is authorized to make this waived information available to employers. Representative Exum responded to questions from the committee on how this information will be kept secure and on the fiscal impact.

Pat Teegarden, representing CDLE, spoke in favor of the bill as amended by Amendment L.001 (Attachment A). Mr. Teegarden explained the amendment and answered previous questions from the committee. Mr. Teegarden said the data will be housed within Connecting Colorado's database and therefore secure. Mr. Teegarden responded to questions from the committee.

Elaine Eden and Larry Lemmons, representing CDLE, were brought to the table to respond to committee questions on: the data that is revealed to employers, ranking of veterans in the list that is provided to employers, how employers can know if applicants are a good fit for the job with the data provided, the purpose of the bill, and how many more jobs will be found for veterans with this service.

Questions to the CDLE panel continued on participants' acceptance of the sharing of their information and on the purpose of the bill.

Richard E. Young, representing Employers Support of the Guard and Reserve, spoke in favor of the bill. Mr. Young stated that he was part of a group of people who are working on veteran employment collectively and discussed his organizations recent successes in hosting veterans jobs fair. He commented that this bill brings CDLE into the modern workplace. Mr. Young responded to questions from the committee on how employers will use this information.

Dr. William Doe, CEO of Veterans Green Jobs, spoke in favor of the bill. Mr. Doe discussed his organizations experience with veteran unemployment. Dr. Doe stated that the bill would help the many organizations outside of government working on veteran unemployment issues to connect with veterans. Dr. Doe responded to questions from the committee on: how this bill would help to employ veterans, how his organization would use the data, and the issue of veterans homelessness. Dr. Doe commented that post-9/11 veterans are particularly hard to find because they don't look for jobs through the veterans jobs channels.

Nate Gorman, representing United Veterans Committee of Colorado, spoke in favor of the bill. He commented that the bill removes a layer of bureaucracy. Mr. Gorman responded to questions from the committee.

Representative Exum discussed Amendment L.001 (Attachment A), which moves the bill under a different area of statute. Representative Holbert presented a conceptual technical amendment to the amendment to correct a drafting error.
